Requires Governor's nine appointments to the State Compensation Insurance Fund board to be subject to Senate confirmation, with the board composed of 11 total members including labor and policyholder representatives.

Mandates fund employees who solicit, negotiate, or effect workers' compensation insurance contracts obtain an appropriate certificate from the Insurance Commissioner at no cost to the employee as a condition of employment.

Requires the fund to cooperate with the Insurance Commissioner to adopt minimum standards for employee training, experience, and skills, and to become an approved education provider for those purposes.

Repeals Article 7 of Chapter 4 of Part 3 of the Insurance Code, eliminating provisions authorizing the Director of Finance to sell State Compensation Insurance Fund assets and liabilities.
