Creates a "Reporting Transparency in Government Internet Web site" to be managed by the State Chief Information Officer to centralize public access to government audit reports and contract data.

Requires state agencies to post all audits of their operations to the website within 15 calendar days of finalization (beginning January 1, 2011), with retroactive posting of audits from 2008-2010 by February 15, 2011.

Mandates the Department of General Services and State Chief Information Officer to post summary data for all state contracts valued at $5,000 or more awarded after March 31, 2009, including contract numbers, vendor names, prices, dates, and descriptions.

Requires the Governor's office to post financial statements and travel/expense reports of senior staff, agency secretaries, and department directors on the transparency website.

Exempts certain constitutional officers (Lieutenant Governor, Attorney General, Secretary of State, Treasurer, Controller) from posting requirements if they maintain the required information on their own official websites and post notices when claims public records exemptions apply.
