AB 1900 Summary

• Prohibits shackling of pregnant inmates and wards by wrists, ankles, or both during transport, labor, delivery, and recovery from childbirth, unless deemed necessary for safety and security.

• Requires least restrictive restraints possible when restraints are deemed necessary, consistent with legitimate security needs of the inmate/ward, staff, and public.

• Applies to pregnant inmates in state and local correctional facilities, wards in the Department of Corrections and Rehabilitation Division of Juvenile Facilities, and wards in local juvenile facilities.

• Mandates the Corrections Standards Authority develop and update standards for shackling of pregnant women through its biennial review process.

• Requires standards ensure pregnant inmates receive balanced nutritious diet, prenatal and post-partum healthcare, childbirth education, and infant care information.
