Requires approval of relative and nonrelative extended family member foster homes to remain in effect even when annual quality-of-care visits are pending, preventing payment delays or termination solely due to late visit completion.

Establishes that required visit frequency must match that of licensed foster family homes as specified in Health and Safety Code Section 1534, with a minimum of once every 24 months if annual visits are late.

Makes visit frequency requirements subject to state plan approval.

Declares no General Fund appropriation is made for implementing the bill, but provides that if the Commission on State Mandates determines state-mandated costs exist, reimbursement shall be made through existing statutory procedures.
