Authorizes the Presiding Judge of the Superior Court of San Bernardino County, or their appointed judge, to impanel one additional civil grand jury upon request of the Attorney General, district attorney, or on their own motion.

Additional civil grand jury members are selected at random from trial juror lists in civil and criminal cases and examined for competency to serve as grand jurors.

Additional civil grand jury term length is determined by the presiding judge or supervising judge and may be discharged at any time; only one additional civil grand jury may be impaneled at the same time.

Additional civil grand jury may conduct oversight inquiries, investigations, issue reports, and make recommendations, but has no jurisdiction to issue indictments and cannot inquire into matters the regular grand jury is already investigating.

Establishes that all qualified persons for jury service in San Bernardino County shall have equal opportunity to be considered for criminal grand jury service and are obligated to serve when summoned.
