Authorizes the Department of Veterans Affairs to modify the distinctive design or decal for veterans' organization license plates, with newly designed plates issued only after existing inventory is depleted.

Requires all revenue from veterans' organization license plate fees, minus DMV costs, to be deposited in the Veterans Service Office Fund instead of splitting fees between that fund and the California Environmental License Plate Fund.

Mandates the DMV maintain an online ordering link for veterans' organization license plates by July 1, 2011.

Establishes fees for veterans' organization plates: $30 initial issuance, $30 renewal, $15 transfer, $35 replacement plates, $10 replacement decals, and $40 for personalization.
