Requires counties to only consider unemployment compensation benefits when determining food stamp (SNAP) eligibility and benefit amounts if they obtain a written or electronic report from the applicant income and eligibility verification system showing the exact amount and receipt date of benefits.

Mandates counties provide applicants or recipients with a copy of the verification report if the county takes any action based on that report.

Allows counties to alternatively obtain official Employment Development Department documentation directly from applicants or recipients who already possess such verification.

Directs the State Department of Social Services to implement the bill through all-county letters starting January 1, 2011, followed by formal regulations adoption by January 1, 2012.
