Filing officers must provide electronic confirmation of receipt showing date, time, and method for viewers to access filed statements; paper copies with confirmation create a rebuttable presumption of timely filing.

Pilot program runs from January 1, 2009 through January 1, 2012, covering reporting periods 2008-2010, with participating counties required to submit reports to the Commission by July 1, 2011 detailing costs, savings, security issues, and participant feedback.

Requires filing officers to implement security measures including firewalls, data encryption, and secure authentication to protect statement integrity and security.
