Establishes a 14-member California Civil Rights Education Advisory Committee within the State Department of Education to study and review the history-social science framework and advise the State Board of Education and Curriculum Development and Supplemental Materials Commission on civil rights education inclusion.

Committee membership includes the Superintendent of Public Instruction, University of California President (or designee), California State University Chancellor (or designee), California Community Colleges Chancellor (or designee), and 10 members appointed by the Superintendent with at least 2 representing civil rights organizations and at least 5 being public school teachers.

Members serve three-year terms with a maximum of two consecutive terms and must be California residents with consideration for geographic representation.

Members receive no compensation but are reimbursed for expenses incurred while performing duties.

State Department of Education is authorized to apply for and receive gifts, grants, and donations from public and private sources to support the advisory committee's operating expenses.
