Authorizes courts to create, maintain, and preserve records in electronic forms and allows signing or verification of trial court documents using computers or other technology.

Transfers responsibility for establishing court record standards from the American National Standards Institute and Association for Information and Image Management to the Judicial Council, which must adopt rules reflecting industry standards for each medium used.

Requires Judicial Council standards to ensure accuracy, integrity, and public access to records with at least the same convenience as paper records previously provided.

Redefines "retain permanently" to mean records shall be maintained according to Judicial Council rules rather than never being transferred or destroyed.

Requires courts to conduct periodic reviews of storage media to ensure technology remains current and capable of accessing records before the medium's estimated lifespan expires.
