Adds two new circumstances for immediate suspension or revocation of driving privileges under Vehicle Code Section 13557: driving a commercial vehicle with 0.04% or more blood-alcohol concentration, or driving while on probation for DUI with 0.01% or more blood-alcohol concentration

Applies to administrative review proceedings where the Department of Motor Vehicles determines whether to sustain suspension or revocation orders based on preponderance of evidence

For drivers under 21 without a license, authorizes the department to delay license issuance for one year instead of suspending driving privileges

Specifies that administrative determinations have no collateral estoppel effect on subsequent criminal prosecutions and do not preclude litigation of the same facts in criminal proceedings

Exempts the state from reimbursing local agencies and school districts for costs, classifying expenses as resulting from changes to crime definitions under Government Code Section 17556
