Exempts water supply system operators from liability for dreissenid mussel introductions if they have prepared, initiated, and comply with an approved plan to control or eradicate the mussels.

Removes requirements in Fish and Game Code Section 2301(a) from applying to water delivery and storage facilities operated under an approved mussel control plan, unless the department requires plan updates that the operator fails to complete.

Requires water supply system operators to prepare and implement plans containing methods for mussel detection, control/eradication, systematic monitoring, and allowing department inspections.

Establishes that the department may require operators to update their mussel control plans to address scientific advances, with subdivision (a) requirements reinstated if updates are not completed.

Sunsets on January 1, 2012, unless extended by later enacted legislation.
