Eliminates the state-controlled Spinal Cord Injury Research Fund and allows the University of California to independently establish and manage a spinal cord injury research fund outside the State Treasury.

Permits the University of California's spinal cord injury research fund to accept both public and private funds for research programs and grants.

Authorizes expenditure of fund moneys for spinal cord injury research programs, grants, peer review costs, and grant administration.

Removes the January 1, 2011 repeal date for the Spinal Cord Injury Research Program, allowing it to continue indefinitely rather than sunset.
