Allows foster children transitioning between grade levels to continue in their original school district's attendance area, or transfer to designated middle or high schools in other districts while maintaining peer group continuity.

Permits the educational liaison to recommend waiving school of origin rights only with written explanation and agreement of the foster child and person holding educational decision-making authority, with disputes resolved through existing dispute resolution processes.

Requires new schools to immediately enroll foster children without requiring outstanding fees, fines, or missing documentation, and mandates schools transfer all academic records within two business days regardless of amounts owed.
