Exempts video event recorders with driver performance monitoring capability from windshield obstruction laws, allowing installation in a 7-inch square in the lower corner farthest from driver, a 5-inch square in the lower corner nearest driver outside airbag zone, or a 5-inch square at center top of windshield interior.

Requires vehicles with video event recorders to display a visible notice stating that passenger conversations may be recorded and limits recordings to 30 seconds before and after a triggering event.

Grants registered vehicle owners or lessees the ability to disable the device and designates all recorded data as their property.

Mandates employers provide employees driving for hire with unedited copies of recordings upon request, free of charge, within 5 days.

Effective September 29, 2010; creates no state reimbursement obligation to local agencies or school districts.
