Imposes an annual $15 surcharge on every vehicle subject to California's Vehicle License Fee, with revenues deposited into the State Parks Preservation Trust Fund.

Requires the Department of Parks and Recreation to provide free vehicle day use access to state parks for vehicles paying the surcharge, excluding camping, tours, swimming, boating, and specialized fees.

Directs the $15 surcharge revenue to fund state park operation and maintenance, deferred maintenance debt service (up to 20%), natural resource protection, law enforcement, and public education programs.

Establishes the State Parks Preservation Trust Fund as a dedicated, sustainable funding source to address the state park system's $1.2 billion deferred maintenance backlog and $117 million annual operational shortfall.

Declares the bill an urgency statute taking effect immediately upon enactment.
