Requires persons to obtain a motorcycle instruction permit before operating or being issued a class M1 or M2 license for two-wheel motorcycles, motor-driven cycles, motorized scooters, motorized bicycles, mopeds, or bicycles with attached motors.

Establishes age-based requirements for obtaining a motorcycle instruction permit: persons 15.5-17.99 years old must have a valid class C license or complete driver education/training and pass a motorcycle safety program and written exam; persons 18-20.99 years old must complete a safety program and pass written exam; persons 21+ years old must only pass the written exam.

Restricts motorcycle instruction permit holders from operating during hours of darkness, using freeways, and carrying passengers (except licensed instructors).

Requires permit holders aged 15.5-20.99 years to hold the instruction permit for a minimum of six months before being issued a class M1 or M2 license.

Sets motorcycle instruction permit validity period at 24 months from the date of application.
