AB 1955 Summary

• Controller must determine whether cities are "excess compensation cities" (those paying council members above amounts specified in Section 36516) based on public records review, with cities able to request a hearing to contest the determination.

• Redevelopment agencies in excess compensation cities are prohibited from adopting new redevelopment plans, issuing new bonds or obligations, or expending funds (except for paying existing obligations and contractual commitments) after receiving written notice from the Controller.

• Requires local agencies to ratify individual employment contracts for employees reporting directly to the legislative body in open session, with contract details (name, position, compensation) posted on the agency's website at least 5 days before the meeting.

• Requires final action on compensation for unrepresented employees reporting directly to the legislative body to occur in open session, consistent with disclosure requirements.

• Applies to all cities including charter cities; declares compensation disclosure is a statewide concern rather than a municipal affair.
