Exempts nonprofit organizations promoting California condor recovery from restrictions on transporting dead animals, provided they have a memorandum of understanding with the Department of Fish and Game and possess a special permit from the Secretary of Food and Agriculture.

Requires special permits for dead animal transport to include the number and type of animals, probable cause of death verified by a California-licensed veterinarian, all pickup and dropoff locations, and the name of the licensed dead animal hauler conducting the transportation.

Maintains existing prohibitions on dead animal transport to unlicensed locations except for rendering plants, collection centers, diagnostic laboratories, crematories, or approved out-of-state destinations.
