Requires state agencies to mail notice of proposed regulatory actions to local government agencies or their representatives that may be interested in or impacted by the action, at least 45 days before the hearing and close of public comment period.

Defines "local government agency representative" to include countywide elected officials, county administrators, city managers, and special district general managers whose operations may be impacted.

Directs the Office of Administrative Law to create, maintain, and provide requesting agencies with a notification list of local government agency representatives.

Requires the Office of Administrative Law to request contact information from 11 statewide associations representing local government agencies, including the League of California Cities, California State Association of Counties, and California Special Districts Association.
