Requires the California Rehabilitation Oversight Board to recommend elimination of any inmate or parolee program that is not cost-effective or unsuccessful in its biannual reports to the Governor and Legislature.

Directs the board to complete evaluations of all mental health, substance abuse, educational, and employment programs operated by the Department of Corrections and Rehabilitation by January 1, 2021.

Establishes legislative intent that the board complete 10% of program evaluations each year and include findings in required biannual reports.

Allows the board to recommend redirecting funding from ineffective programs to more effective programs or treatment efforts.
