Preserves annual operating permit fees of $140 plus $7 per lot, with an additional $4 per lot fee dedicated exclusively to park and mobilehome inspections

Allows park operators to pass half of the $4 per-lot annual fee directly to homeowners in their next rent billing

Specifies that no state reimbursement is required because any local costs result from changes to crime and penalty provisions under Article XIII B of the California Constitution
