Changes kindergarten admission birthday requirement from December 2 to September 1, effective with the 2012-13 school year.

Changes first grade admission birthday requirement from December 2 to September 1, effective with the 2013-14 school year.

Authorizes school districts to maintain transitional kindergarten programs for children with fifth birthdays between September 1 and December 2, defined as year one of a two-year kindergarten program using modified curriculum.

Requires the Superintendent of Public Instruction to allocate revenue limit funding to districts maintaining transitional kindergarten programs equal to what would have been allocated for kindergarten attendance under the January 1, 2012 law.

Designates implementation of these changes as a state-mandated local program subject to reimbursement procedures if the Commission on State Mandates determines costs are mandated by the state.
