Allows Elsinore Valley Cemetery District to inter up to 536 nonresidents in the portion of its cemetery formerly known as Home of Peace, subject to specific conditions.

Requires the district board of trustees to determine the cemetery has adequate space for the foreseeable future before allowing nonresident interments.

Requires the district to maintain an endowment care fund with minimum payments as set by law and to collect nonresident fees from those interred.

Exempts Elsinore Valley Cemetery District from standard Public Cemetery District Law restrictions that limit interments to district residents and specified nonresident categories.
