Authorizes county departments of social services to make in-home supportive services (IHSS) provider registries available during federally declared states of emergency to assist seniors and persons with disabilities at emergency shelters.

Requires a county-designated representative to assess emergency shelters upon request to determine assistance needs of seniors and persons with disabilities at the shelter site.

Authorizes counties to direct public authorities or other IHSS entities to contact willing and available IHSS providers to offer assistance at emergency shelters, utilizing short-term and emergency worker registries if available.

Requires timesheets for IHSS providers approved to assist at emergency shelters to be included in the county's regular reimbursement application to the state for potential federal emergency response funding.

Provides liability protection for IHSS providers assisting at emergency shelters, shielding them from liability except in cases of willful or criminal misconduct, gross negligence, reckless misconduct, or conscious flagrant indifference to safety.
