• Requires affinity partner emails to include sender identity and a cost-free opt-out mechanism, and mandates institutions maintain written agreements with businesses requiring confidentiality, approval rights over mailings, and prohibition on unauthorized use of alumni information.

• Maintains existing protections allowing alumni to opt out of information sharing at any time, with institutions required to comply within 45 days, and prohibits disclosure of current student information and social security numbers.
