Adds one registered veterinary technician member to the Veterinary Medical Board (expanding from 7 to 8 members), appointed by the Governor, with board provisions extended until January 1, 2014.

Establishes the Veterinary Medicine Multidisciplinary Advisory Committee as a permanent (non-voluntary) body with 7 members (4 veterinarians, 2 registered veterinary technicians, 1 public member) serving 3-year staggered terms to assist with examination, licensure, and registration programs.

Prohibits use of "registered veterinary technician" or "RVT" titles without meeting specified requirements and exempts final-year veterinary technology students from registration requirements while performing tasks under licensed veterinarian supervision.

Requires unregistered assistants operating radiographic equipment to complete radiation safety and techniques training, with responsible veterinary premises maintaining and providing training records to the board upon request.

Requires veterinarians treating rodeo animals to report injuries to the board within 48 hours (attending veterinarians) or 7 days (other veterinarians), and extends liability immunity to veterinarians and registered veterinary technicians providing emergency services during declared states of emergency.
