Limits the maximum total number of charter schools authorized to operate in California to 1,450 from the 2010-11 school year through December 31, 2016, when the provision expires unless extended by statute.

Prohibits charter schools operated by private entities from hiring, promoting, or advancing relatives of charter school personnel, and requires full disclosure of any relatives employed or planned to be employed by the charter school.

Defines "relative" to include parents, children, siblings, spouses, in-laws, and various other family relationships for purposes of the employment restrictions.

Requires charter school petitions to include disclosure of all individuals employed or planned to be employed who are relatives of charter school owners, governing body members, principals, or other decision-making personnel.

Adds disclosure of relatives as an additional criterion that chartering authorities may consider when reviewing and approving or denying charter school petitions.
