Deems Chino Valley Unified School District to have met the 180-day instructional requirement for 2008-09 school year if grades 4-6 at Dickson Elementary and Rolling Ridge Elementary operate 10 additional schooldays for two consecutive school years (2009-10 and 2010-11, or 2010-11 and 2011-12).

Requires at least 240 instructional minutes per schoolday for each grade level and maintains attendance equal to at least 75% of 2008-09 total enrollment for grades 4-6 at each school on the 10 additional days.

Mandates the district reach agreement with all local bargaining units representing certificated and classified employees regarding compensation for the 10 additional days of operation.

Requires a quality educational program during the additional days including standards-aligned instruction by highly qualified teachers, comparable class sizes, and equivalent support services (computers, library, counselors, school nurses).

Takes effect immediately as an urgency statute to resolve the minimum schoolday matter and avoid serious economic hardship for the district.
