Deletes the provision allowing chartered counties to determine county board of education selection methods through county charter or board of supervisors, instead requiring elected boards in all counties except city and counties.

Requires county board of education members to be elected at the 2014 direct primary election by voters of their trustee area, with 4 of 7 seats (or 3 of 5 seats) open for initial 4-year terms and 3 of 7 seats (or 2 of 5 seats) open for initial 2-year terms.

Establishes that subsequent elections occur on direct primary election dates for 4-year terms, with members taking office on July 1 following their election.

Requires the county committee on school district organization to determine trustee area boundaries using the most recent decennial census and assign numbers to trustee areas by a two-thirds vote.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to Government Code Part 7.
