Amends Section 19481 of the Business and Professions Code to specify that the California Horse Racing Board must establish safety standards for racing surfaces, whether synthetic or dirt.

Requires the board to establish standards for maintenance of racing surfaces in addition to uniformity and content standards.

Applies safety standard requirements to track facilities including inner and outer rails, gates, gaps, turf, lighting, drainage, veterinary services, and medical services.

Directs the board to designate a steward at all horse racing meetings to enforce compliance with safety standards.
