Requires any entity submitting a written report to the Legislature, a Member of the Legislature, or a committee of the Legislature to include a signed statement from the entity's head certifying that the factual contents are true, accurate, and complete to the best of their knowledge.

Specifies that for the Franchise Tax Board, the statement must be signed by the executive officer; for the State Board of Equalization, by the executive director; and for the Judicial Council, by the Administrative Director of the Courts.

Applies to all entity heads submitting reports, including elected state officials and constitutional officers.

Defines "written report" as either a document statutorily required to be submitted to the Legislature or its members/committees, or a document, summary, or statement requested by a Member of the Legislature.

Excludes forecasts, predictions, recommendations, and opinions from the certification requirement, applying only to factual contents.
