Exempts entitlements issued through the Automated License Data System from existing restrictions on obtaining multiple licenses, permits, and tags of the same class in a single license year.

Establishes separate rules for Automated License Data System entitlements, allowing replacement of lost or destroyed licenses upon submission of signed affidavit and proof, with a $5 base replacement fee adjusted annually.

Adds a $3 base replacement fee for lost or destroyed stamps or endorsements imprinted on base licenses, applicable to the 2011 license year and adjusted annually thereafter, not to exceed the original entitlement fee.

Maintains existing exceptions for nonresident hunting licenses and short-term sport fishing licenses under both the amended Section 1053 and new Section 1053.1.

Authorized annual adjustments to replacement fees pursuant to Section 713, based on hunting license years commencing July 1 and fishing license years commencing January 1.
