Grants limited immunity from criminal prosecution to individuals under 21 years old who call 911 reporting need for medical assistance due to alcohol consumption, if they are the first to report and meet other specified requirements.

Requires underage person reporting another's need for medical assistance to remain on scene until medical help arrives and cooperate with medical personnel and law enforcement to qualify for immunity.

Immunity applies only to violations of possessing alcohol in public places (Section 25662) and purchasing or consuming alcohol on licensed premises (Section 25658), but does not cover alcohol-related driving offenses or other dangerous activities.

Establishes penalties for underage drinking violations: first offense $250 fine or 24-32 hours community service; second or subsequent offense up to $500 fine or 36-48 hours community service.

Maintains existing penalties for adults furnishing alcohol to minors ($1,000 fine plus 24 hours community service) and increases penalties when furnishing alcohol results in great bodily injury or death.
