CA AB2004

Establishes the California Civic Works Act of 2010 to address unemployment through wage subsidy and civic works employment programs funded by federal Emergency Contingency Fund for TANF (TANF-ECF).

Requires the Department of Social Services to issue guidance clarifying eligibility criteria and program frameworks for wage subsidy programs, including technical assistance for counties with high unemployment and support for apprenticeship programs.

Mandates the department be prepared to launch civic works employment programs in at least five counties within four weeks of federal TANF-ECF extension, including infrastructure, energy, environmental, and youth employment projects.

Prohibits counties already operating wage subsidy programs as of January 1, 2011 from being denied eligibility to receive TANF-ECF funding under this act.

Requires the department to submit all federally mandated progress reports to the Senate and Assembly human services committees in a timely manner.
