Prohibits employees of the Franchise Tax Board and State Board of Equalization from being subject to furloughs through Executive order or other state agency action, except as specifically authorized by the Legislature.

Bans state agencies, boards, or commissions from directly or indirectly implementing or assisting in implementing furloughs of Franchise Tax Board or State Board of Equalization employees.

Clarifies that nothing in the law shall be construed as legal authorization for imposing furloughs on employees through Executive order.

Defines "employee" as a civil service employee of the State of California for purposes of these protections.
