Expands the alternative accountability system to include independent study programs, continuation high schools, opportunity schools, and schools enrolling 100 percent of their pupils in independent study that meet Superintendent eligibility criteria.

Requires all alternative schools serving high-risk pupils to participate in the alternative accountability system rather than the standard Academic Performance Index rankings.

Mandates the alternative accountability system include a mandatory accountability framework, rigorous measurement of educational performance and learning outcomes, statewide comparable pupil outcomes, and consequences with improvement plans for low-performing schools.

Requires the Superintendent to report to the Legislature by March 1, 2011, and January 1, 2012, on data collected from the revised alternative accountability system, with reporting requirement expiring March 1, 2015.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement to local agencies and school districts shall be made according to Government Code provisions.
