Requires the State Department of Social Services to establish a process for intercounty transfer of SNAP (food stamp) benefits when recipients move between California counties without breaking benefits or requiring a new application.

For SNAP recipients also receiving CalWORKs benefits, the existing CalWORKs intercounty transfer process must be used by April 1, 2011; for those receiving Medi-Cal but not CalWORKs, the Medi-Cal process must be used by the same date.

For SNAP recipients receiving neither CalWORKs nor Medi-Cal, a new intercounty transfer process must be developed by July 1, 2011 in consultation with county departments and recipient advocates, designed to be simple, client-friendly, and minimize county workload.

Requires recipients to notify their prior county of residence when moving, with the prior county notifying the new county; the new county becomes responsible for determining continued eligibility and cannot require interviews until the next scheduled recertification.

Department must adopt regulations implementing the bill by July 1, 2012, with authority to use all-county letters to implement initial procedures; authorizes emergency regulations exempt from normal Administrative Procedure Act requirements.
