Authorizes the Superintendent of Public Instruction to establish a task force for education technology consisting of no more than 15 experts, funded by private donations, to develop recommendations for increasing technology use in California public schools.

Requires task force membership to include parents, credentialed teachers (who must comprise a majority), administrators, school board members, researchers, and industry representatives, with at least one member each from large, medium-sized, and small school districts.

Mandates the task force to address professional development, electronic learning resources, hardware compatibility, telecommunications infrastructure, and funding models, with recommendations presented to the state board and Legislature by September 1, 2012.

Requires the state board to adopt a comprehensive statewide technology plan based on task force recommendations by January 1, 2013.

Report requirement becomes inoperative on September 1, 2016.
