Eliminates the 30-day time limit for men to establish paternity, allowing actions to be brought at any time to establish that a man is the father of a child.

Authorizes courts to issue ex parte orders terminating parental rights without a hearing if the alleged father's identity or whereabouts are unknown, he failed to respond to paternity notice, or he signed a waiver denying paternity.

Requires attorneys for prospective adoptive parents to notify Indian tribes of a child's potential Indian status, and adds private licensed adoption agencies to entities that must conduct stepparent adoption investigations.

Adds birth parent's refusal to consider relative or sibling placement as a condition allowing foster parents to be considered as adoptive parents alongside other prospective parents.

Permits proceedings to declare a child free from parental custody to be brought within a guardianship proceeding, adoption action, or separate action, removing the prior requirement that the child must have been in guardian custody for at least two years before filing in guardianship court.
