Authorizes the Secretary of State to establish a postcanvass risk-limiting audit pilot program in 5 or more voluntarily participating counties during 2011 to verify the accuracy of election results.

Requires participating counties to conduct audits of one or more contests after each election using manual tally in public view, with at least 5 days' public notice of the audit timing and location.

Mandates the Secretary of State report to the Legislature by March 1, 2012, analyzing the effectiveness and efficiency of risk-limiting audits compared to existing 1-percent manual tallies.

Establishes that a risk-limiting audit is a statistical method ensuring a predetermined chance of requiring full manual tally if results differ from vote tabulating devices, continuing until strong statistical evidence confirms the electoral outcome or a full manual tally is completed.

Amends recount and election contest provisions to allow voters to request recounts within 5 days following completion of any postcanvass risk-limiting audit, in addition to existing timeframes following official canvass completion.
