Amends Section 14166.2 of the Welfare and Institutions Code to require the Department of Health Care Services to submit an application for a waiver or demonstration project to the federal Centers for Medicare and Medicaid Services (CMS) by September 1, 2010, to continue the Medi-Cal Hospital/Uninsured Care Demonstration Project.

Authorizes the director to modify processes or methodologies to comply with federal law while maintaining equitable distribution of funding among affected hospitals; if equitable distribution cannot be achieved, the director must notify the Legislature and the article becomes inoperative.

Requires the department to continue making supplemental reimbursement payments to eligible hospitals and to maintain the selective provider contracting program in compliance with existing requirements.

Provides the department authority to adopt emergency regulations or implement the article through provider bulletins and manuals with prior notification to the Legislature.

Declares the act an urgency statute to take immediate effect to ensure timely renewal of the demonstration project before the current federal waiver expires in 2010.
