Reestablishes the Self-Employment Assistance Program (previously repealed in 2005) to be administered by the Employment Development Department Director, allowing unemployed workers identified as likely to exhaust benefits to participate in self-employment activities.

Provides weekly allowance payments equal to regular unemployment benefits for eligible participants, with combined allowance and regular benefits not exceeding the maximum benefit amount for that benefit year.

Waives job search, work availability, and job refusal requirements for participants actively engaged in approved self-employment assistance activities including entrepreneurial training, business counseling, and technical assistance.

Limits program participation to no more than 5 percent of individuals receiving regular benefits at any given time, with participants prohibited from establishing businesses primarily serving their prior employer.

Requires the Director to submit a report on program implementation and effectiveness to the Assembly Insurance Committee and Senate Labor and Industrial Relations Committee between January 1, 2015 and January 1, 2017, with the entire program set to expire on January 1, 2017.
