Prohibits the Department of General Services from approving vehicle acquisition requests, purchase orders, or new contracts for new vehicles unless the requesting agency or department secretary/director provides written certification that the purchase is vital and mission critical.

Requires the certification to include the date, title, and signature of the authorized person approving the purchase.

Applies to any vehicle purchase that would result in expenditure of funds by state agencies or departments.
