Requires applicants for Entertainment Work Permits to submit an application fee to the Labor Commissioner at the time of application.

Creates the Entertainment Work Permit Fund in the State Treasury to receive and hold fee revenue.

Authorizes the Labor Commissioner to use fund revenue (upon legislative appropriation) to issue permits, enforce child employment provisions including at least one unannounced quarterly site visit per production facility, and administer the permit program.

Sets the maximum fee at $50, with the Labor Commissioner determining the actual amount needed to cover program costs.
