Requires the Department of Housing and Community Development to apply for McKinney-Vento Homeless Assistance Act funding by establishing a balance of state continuum of care program on or before September 1, 2011.

Defines balance of state continuum of care to include all geographic areas of California not currently receiving McKinney-Vento funding through a community continuum of care, plus areas that opt to participate.

Mandates the department notify the Assembly Committee on Housing and Community Development and Senate Committee on Transportation and Housing by September 30, 2011 regarding its efforts to comply with the bill's requirements.

Identifies that 13 California counties have unclaimed geography representing approximately $900,000 in available federal funding for homelessness programs in smaller, rural communities.

Sunset provision makes the notification requirement inoperative on September 30, 2015.
