Expands background check requirements to charter schools, requiring them to conduct automated records checks on prospective nonteaching volunteer aides for sex offenses, controlled substance offenses, and violent or serious offenses.

Prohibits persons convicted of sex offenses or controlled substance offenses from serving as nonteaching volunteer aides unless their conviction is reversed, they are acquitted in a new trial, or charges are dismissed.

Applies existing employment prohibitions for persons convicted of designated sex or controlled substance offenses to charter schools, matching restrictions already in place for traditional school districts.

Requires noncertificated candidates supervising pupil activity programs (sports, clubs, extracurricular activities) to obtain an Activity Supervisor Clearance Certificate from the Commission on Teacher Credentialing, with exemptions for certain volunteer supervisors.

Authorizes school districts, county offices of education, and charter schools to request subsequent arrest notification services from the Department of Justice for prospective volunteers.
