Removes the pilot program designation and operational sunset dates (July 1, 2011 inoperative date and January 1, 2012 repeal date) from Placer County's integrated health and human services program, allowing it to operate indefinitely.

Requires Placer County to implement a unified system for delivering services and benefits through integrated intake, coordinated service delivery by single county employees, centralized administration, and combined reporting without loss of state or federal funding.

Authorizes inclusion of adoption, child welfare, drug and alcohol, mental health, employment and training, foster care, health, housing, and other services in the integrated system, excluding dental care.

Permits state departments to waive regulations regarding service delivery methods and reporting requirements to achieve the integrated system's goals.

Requires Placer County to conduct a final program evaluation and submit it to the Governor and Legislature within six months of the third year of implementation, funded through private resources only.
