Commission on Teacher Credentialing must convene an advisory panel to explore recognition of leadership roles within the teaching career pathway.

Advisory panel shall consider teacher leadership issues including master teachers, mentors, induction support providers, instructional leaders, curriculum coordinators, and career ladder feasibility while maintaining local flexibility.

Advisory panel membership must include teachers performing school leadership duties, teacher and administrator organizations, the Superintendent of Public Instruction, teacher preparation programs, and school boards.

Commission must report to the Governor and Legislature by January 1, 2012, with recommendations for recognizing teacher leaders.

Report requirement becomes inoperative on January 1, 2015.
