Prohibits transfers of surface water or water rights from agricultural to municipal use for 20+ years unless the water user provides a written evaluation of economic, social, and environmental effects to the Department of Water Resources or State Water Resources Control Board.

Requires the Department of Water Resources and State Water Resources Control Board to charge reasonable fees to water users subject to these provisions to cover implementation and review costs.

Prohibits replacing transferred surface water with groundwater unless the groundwater basin is regularly, systematically, and logically monitored in accordance with Part 2.11 of Division 6 of the Water Code.

Applies to transfers of surface water, water rights, and portions of contractual entitlements from the State Water Resources Development System (State Water Project) from agricultural use to municipal use lasting 20 years or more.
